Our Commitment
The Accountant General's Department (AGD) is committed to ensuring that this website is accessible to all users, including persons with disabilities. We aim to comply with the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA and follow best practices in inclusive digital design.
Conformance Status
This website is partially conformant with WCAG 2.1 Level AA. "Partially conformant" means that some parts of the content do not fully conform to the accessibility standard. We are actively working to address outstanding issues.
Accessibility Features on This Site
- Skip navigation link — A "Skip to main content" link appears at the top of every page for keyboard users.
- Keyboard navigation — All interactive elements (menus, forms, buttons, accordions) are operable using a keyboard alone.
- Screen reader support — Pages use semantic HTML5 landmarks (
<header>,<nav>,<main>,<footer>) and ARIA attributes where necessary. - Colour contrast — Text and interactive elements meet or exceed the WCAG AA minimum contrast ratio of 4.5:1.
- Resizable text — Text can be resized up to 200% without loss of content or functionality.
- Alternative text — All meaningful images include descriptive

- Form labels — All form inputs have associated visible labels or
aria-labelattributes. - Live regions — Dynamic content (calculator results, search filters, map popups) uses
aria-liveregions to notify screen reader users of changes. - Dark mode — A dark mode toggle is available in the navigation bar for users who prefer reduced brightness.
- Print styles — A print-friendly stylesheet strips decorative elements and ensures clean, readable printed output.
- Responsive design — The site is fully responsive and functional on all screen sizes and orientations.
Known Limitations
We are aware of the following areas that may not fully meet WCAG 2.1 AA:
- The interactive mobile drive map (Leaflet.js) may have limited screen reader support. A full List View alternative is provided via the tab toggle.
- Some third-party embedded content (e.g. Google Maps iframe) is outside our direct control. A text address is always provided alongside any map embed.
- PDFs linked from the Forms section are hosted on the treasury.gov.jm portal — their accessibility is the responsibility of that site.
Technical Specifications
This website relies on the following technologies for conformance:
- HTML5
- CSS3 (including custom properties and media queries)
- JavaScript (ES5-compatible, progressively enhanced)
