Our Services

The Accountant General’s Department provides a range of financial services to Government of Jamaica employees, retirees, and the broader public. Our services support sound public financial management and the welfare of those who serve the nation.

Pension Administration

The AGD administers pension payments for over 33,000 retired Government of Jamaica employees and their dependants. We process monthly pension disbursements, gratuity payments, and supplementary benefits.

Eligibility

  • Completed at least 10 years of continuous government service
  • Reached age 55 (or age 50 in special circumstances)
  • Retired on medical grounds due to permanent infirmity
  • Office abolished or service reorganisation

Payment Options

Retirees may elect a full pension with no gratuity, or a reduced pension (three-quarters of the full amount) plus a gratuity equal to one-quarter of the full pension spread over 12½ years. After 12½ years, reduced pensions are restored to the full amount.

Pensioners aged 55 and over are also eligible for the Government Pensioners Association Scheme of Operations (GPASO) health insurance plan administered through Sagicor Life.

Public Loans

The AGD administers seven loan products available to permanently appointed Central Government employees at a maximum interest rate of 3%. These loans are designed to meet a range of financial needs at affordable rates.

Motor Vehicle Loan
Purchase or repair of a motor vehicle. Repair loans up to $100,000 at 3%, repayable over 12 months.
Motor Vehicle Insurance Loan
Assistance with annual motor vehicle insurance premium payments for eligible employees.
Salary Advance Loan
Up to one month’s basic salary for medical expenses, funeral costs, or unforeseen circumstances.
Tertiary Assistance Loan
Financial support for tertiary education fees at 3% per annum on a reducing balance.
Miscellaneous Loan
For emergencies, home repairs, and appliance purchases at low interest rates.
Computer Loan
Purchase of personal computers and related equipment for eligible government employees.

Consolidated Fund Management

The Consolidated Fund is Jamaica’s principal parliamentary instrument through which all Government revenues must be deposited and from which expenditure is withdrawn via warrants. Established under Section 114 of the Constitution and Section 3 of the Financial Administration and Audit Act.

Collection
Monitoring and accounting for all government revenue — tax, non-tax, capital, and loan receipts.

Safekeeping
Daily custodianship of all public monies flowing through the Fund.

Disbursement
Processing payments to Ministries, Departments, and Agencies via General, Statutory, and Treasury Bill Warrants.

Treasury Deposits

The AGD is responsible for receiving, accounting for, and maintaining special funds established by law, including Treasury Deposits held on behalf of Statutory Bodies and Government Companies. We also manage Government of Jamaica shareholdings in statutory entities and companies, ensuring accurate recording and compliance with public financial management legislation.

Public Salaries (Payroll Services)

The AGD processes payroll for 17 Government Ministries and Departments, ensuring accurate and timely payment of salaries to public servants across Jamaica. This service is delivered through the Central Treasury Management System (CTMS), which provides real-time visibility into Government financial transactions.
